Throttling and Blocking Email from Persistently Vulnerable Exchange Servers to Exchange Online

We have the exact same issue. Our hybrid exchange on-prem server was (correct) stated with "Update Required". It was still running on CU19. I updated it to CU23 and in the report the build version 15.1.2705.6 showed after the update. Then I installed KB5037224, the CU23 hotfix for April 2024 to bring it to build version 15.1.2705.39. After the update the ECP still shows version 15.1.2705.6, but running "Get-Command Exsetup.exe | ForEach {$_.FileVersionInfo}" on the server it shows the build 15.1.2705.39. However the report in the admin center is still showing 15.1.2705.6 and states "Update required" and throttling will be activated again on 6/27/2024. What do we need to do to prevent the throttling and blocking being activated again ?
