Based on the FAQ:
"Our organization currently uses the last Exchange server for user management but also for SMTP relay purposes. What should we do for SMTP relay in case we remove the last Exchange server?
If the last Exchange server is shut down, we recommend that you use the Exchange Edge Transport server to help you relay SMTP email."
We have tried to install the Edge Transport Server on a Domain Member Server. The Edge as well as the management tools can be installed. Unfortunately it is not possible to run the supported Recipient Tools in this constellation. The tools can be loaded via Powershell (Add-PSSnapin *RecipientManagement) but no results are returned with no Commandlete. On another server without the Edge role the RecipientManagement works without problems. We would like to have a server for the Recipient Management which can be SMTP gateway at the same time.
