MicrosoftI created a scheduled task to run every 30mins to restart the Transport Service and that seems to mitigate the problem for now, until this can be fixed. Exchange 2016 CU23 SU14, non-English.
Are you able to share how you scheduled this? Every option we have tried so far fails in different manners.
