Unfortunately, the Get-OnPremServerReportInfo does not recognize the new build info and marked servers with the Nov24 update as out of compliance. The actual build and the report build match, but the reported build is not in the RecommendedBuildVersions.

Hello Nino, I'm hoping the November SU corrects the issue with the "Out-of-date connecting on-premises Exchange servers" report and Exhange Online blocking emails from fully patched servers. We have an enforcement pause in place so we are good for now. If it is not fixed hopefully MSFT will grant more enforcement pause next year.

If you speak of the issue with the messages placed in the pickup directory, the answer is yes - November SU addresses this.
