maafraz Domain Admin permissions are not required to install an Exchange Security Updates (SU). You need to be a Domain Admin in case that you run PrepareDomain / PrepareAllDomains (https://learn.microsoft.com/en-us/exchange/plan-and-deploy/prepare-ad-and-domains?view=exchserver-2019#choose-the-active-directory-domains-to-prepare). This is not needed if you install a SU.
However, in May 2022 we've shipped a SU (Released: May 2022 Exchange Server Security Updates - Microsoft Community Hub), which needed an additional step (PrepareDomain or PrepareAllDomains) to fully protect Exchange against a vulnerability. As this is a rather special case, we pointed this out in the blog post.
