The following note on the update site is incorrect. The issue with the ECP/OWA not working when the update is installed with Microsoft Update is incorrect. It broke the OWA/ECP for both our Exchange 2013 servers as well as our Exchange 2019 Servers. We had to manually uninstall the KB5000871 and reinstall with the elevated command prompt to get the OWA/ECP working once more.

Note: This issue does not occur if you install the update through Microsoft Update.  - Installing through microsoft update did indeed cause the issue in our case.
