We are having serious issues with Windows 2012 server and Exchange 2013 and very frustrating total neglect or lack of proper support from Microsoft.
Exchange 2013 CU23 *REQUIRES* WMI 4.0
The built in WMI with Windows Server 2013 is 3.0
Microsoft has completely removed WMI 4.0 over six months ago and there is nowhere it can be found or downloaded.
This makes it impossible to stand up a new Exchange 2013 server (In response to the vulnerability emergency going on right now) OR update an Exchange 2013 server to CU23 in order to both be up to date and be able to Install the Emergency patch (KB5000871)
Furthermore the emergency patch (KB5000871) for Exchange 2013 CU3 has been completely removed (cannot download)
And has been replaced (on 3-16-2021) with something that will not install on anything and has been renamed "https://www.microsoft.com/download/details.aspx?familyid=a2d73741-7db1-4010-b907-602a6fc19996" See: Link (the file is a different size and is useless) not installable. get error saying product that this is for is not installed on the system.

Where it is made perfectly clear that Windows Instrumentation Framework 4.0 is REQUIRED for CU23
