On Queue Viewer - can you confirm if this happened after Serialization signing feature was turned on or before? We had an issue with Exchange 2013 in November SU where Queue Viewer was failing with this error, and we should have addressed that in Jan SU. It is possible there is a problem with this but please clarify. Also - do you have a different version of Exchange in the org also? Can you try from E2019 queue viewer?

I can confirm on 3 Exchange 2019 Servers (fairly default/clean HomeLab environment but HC script checked 😉 ) running on Windows Server 2019 (latest CU/Jan 2023 SU/OS Updates).
