The resource issue maybe also due to journaling mailboxes themselfes. The larger the mailbox and the more mails it contains, the slower can exchange process it.
A thing to consider is how large you allow it to grow, how often do you rotate those mailboxes, how often you dump the content of them and archive it ( whether you do it by hand/with script/with 3-rd party app )

If the journal mailboxes are not an issue, then the best possible way to process this case i:
- undo of update on one of Transport mailbox servers and check the queue status/journaling issue and perform check
- if the issue is not in-place - create a ms support ticket and process with them; if you don't have any support contract you can pay up front and if the issue was indeed a bug in msexchange - they will refund you
