MicrosoftThis typically happens when Exchange SU update process is interrupted by let's say Windows Update installation / reboot (and therefore Exchange setup does not actually exit gracefully; services are set to disabled state at the start of the SU setup but then because Exchange update installation is terminated by an external factor, they are never set to their original state again).
