Yes, I finally fixed this error. After the error:
- disable Antivirus (Defender) and "lodctr /R" from elevated cmd.
- Reboot server
- After 5 minutes cmd run as Administrator:
E:\Setup.exe /IAcceptExchangeServerLicenseTerms_DiagnosticDataOFF /Mode:Upgrade - If error again: lodctr /R
- Reboot
- Try again:
E:\Setup.exe /IAcceptExchangeServerLicenseTerms_DiagnosticDataOFF /Mode:Upgrade
