Some of our clients have relationships with non-internal recipients - think church members, board members, etc.... people that have an established relationship with the organization, are open to and accepting of emails from the org, but are external recipients. Occasionally the clients will want to send a mass mailing to these external recipients.
Historically we've encouraged them to use 3rd-party mailers, but frequently the client doesn't like this option and we get some push back. It's an ongoing challenge we deal with.
HVE looks exciting, as a possible solution for this.

HVE is mainly for internal mass communication, and we have a limit of 2k external recipients per day. Please note that any efforts to bypass this limit will be noticed and such email will not be delivered.
 
- WHY is HVE described as being "mainly for internal mass communication" ? Does MS want this to NOT be used for mailings to external recipients?
- If a message is sent to 2k external recipients on day 1, then a different 2k external recipients on day 2 (same email message), and then a 3rd set on day 3 - using a mail merge for example - is that acceptable, or would that be perceived as an effort to bypass the limit?
