JeremyTBradshaw I appreciate your comments. I do understand there can be circumstances where pre-licensing can end up with a duplicate mailbox. I will freely admit that having 20+ years of experience with Exchange (and Exchange Online) gives me somewhat of a biased opinion in terms of expectations of administrators and their understanding of how things work. In short, what I think is simple might not be so simple for others that don't have the same experience I do. Documentation can *always* be improved! 🙂 If you have a suggestion for where a warning might be helpful, I can check around and see if that might be a possibility.
Regarding the restore failing, I don't want to state that it is expected to always fail. It normally won't. There may be a recent code bug, or there could be other extenuating circumstances that are leading to the failure you are seeing. When I've tested this previously, it doesn't fail. My point was simply to explain that with a restore, the important thing is to see that the items were copied. If you are seeing failures logged for restores, my suggestion would be to open a support case so we can look into it and see if there could be a code bug or other issue causing the failure.
