Microsoft's concepts of throttling the service APIs is still skewed. Throttling all tenants based on the concept of a one-size-fits-all is not a valid approach. You're placing a tenant with 100 users and maybe 50,000 messages/day with 2 or 3 support staff in the same box as a 400,000 user population, with over 2-3 million messages per day, and a support staff of 30-40 and expecting them to have the same needs for message traces, reporting and automation utilizing the APIs. The two are comparing apples to raisins. The differences are more than the similarities. Please press upon the staff that throttling should also be based on size of the environment as Microsoft has adopted with some of the other message rate limits based on tenant sizing as an example.
