So how is this lining up with the article stating the ERRL of 2000 per 24 hours Exchange Online to introduce External Recipient Rate Limit | Microsoft Community Hub
As we have a limit of 34k in the Tenant Outbound External Recipients report.
Are we going to be limited by the 2000 limit or will the 34k limit based on our seats take precedence?

The 2000 external limit will be for the individual mailboxes, whereas 34K will be the limit for the whole tenant for all the external email sent by everyone.
How do the upcoming External Recipient Rate Limit (ERRL)and TERRL work in parallel?- TERRL applies to all users in the tenant for external emails.
- ERRL applies individually to each mailbox for external emails.
- If TERRL is exceeded, external email stops for everyone
- If ERRL is exceeded, only that specific user is blocked from sending any email, while others remain unaffected.
