Microsoft state is it up-to 6 hours but some tenants see the change replicate through quicker.
The "Tenant Outbound External Recipients" report in EAC is helpful as well. The EOL PS command "Get-LimitsEnforcementStatus" doesn't appear to reflect the changes as quickly as the EAC report mind you.

Thanks for your reply, Danny. Adding additional Exch Plan 1 licenses took about 2.5 hours for Tenant Outbound External Recipients report to show the new threshold limit. EOL PS command did take longer to come back with the same number.
