Introducing Exchange Online Tenant Outbound Email Limits

Hello, we have found the largest contributor to our email being sent externally is our end users.  There are still large gaps in the current ways to control sending to external email recipients to which I hope Microsoft will fix soon however another question is if these are legit emails that a user needs to send our customers how do they do that?  HVE is a nice concept but besides the fact that it is still in preview and currently limits you to 20 email addresses it doesn't have a way to directly tie to an EXO user mailbox or shared mailbox.  Ideally, you would have a way to dynamically send those high-volume external email senders through HVE and then give us good dashboards to identify who they are so we can determine if this is the best way for them to communicate with our customers but not kill those emails and impact our business.
