In Exchange 2010, a Personal Archive could only be accessed in OWA, if one logged onto the mailbox holding the archive, directly. If User A has Full Access permissions to User B's mailbox (and thereby his archive) and User A tries to open User B's mailbox in OWA, User A would be able to see User B's mailbox but not the archive. Has this been fixed in Exchange 2013 ?
