Hitronics, the cmdlets are dynamically loaded from the Exchange API servers when you establish the connection.
As of today, the command name is not offered by the API servers, even when you explicitly request them to load:
PS> Connect-ExchangeOnline -Organization contoso.onmicrosoft.com -CommandName Enable-DnssecForVerifiedDomain
OperationStopped: No cmdlet assigned to the user have this feature enabled.
