smithers77 Sorry to say there is no way to disable an enforcement pause once you've created it. That said, if the new server goes out of date (e.g. it's 2019 and a new patch comes out that you need to update to) you'll get 30 days of reporting only (no enforcement) upon detection of the out-of-date state before the Stage 1 five mins / hr throttling (for 10 days) kicks in. Since most updates for 2016 and 2019 will be SUs it'll be a lot faster and simpler to patch with the SU then lift/shift from say 2013 to 2019. So hopefully the 30 days reporting-only period will give you reasonable headroom during which you'll have sufficient time to apply the patch.
Side note: This week we're starting to enable the detection of out-of-date 2016 servers, and in late April we'll turn it on for 2019 servers. So if you're on 2016 be sure to update to the latest patch soon to proactively avoid out-of-date detection on 2016 servers.
