High Volume Email: Continued support for Basic Authentication & other important updates

Truly outlandish decision to drop all external messaging. We have university clients that send tens of thousands of emails to students every day and perhaps a dozen to consultants or auxiliary staff who do not have an internal email. Now we have to find a completely different solution for the clients.

We don't want a bulk/mass email solution for external addresses but we also don't want two relay services. 2000 external emails per day was actually overkill for us but now HVE is rendered useless because of it.
