Teresa_Cyrus, users are generally not affected by Exchange Server upgrades. In the case of a legacy upgrade (e.g., from Exchange 2016 to Exchange 2019), mailbox moves happen in the background while the user is still online. In the case of in-place upgrade, users will have been moved to a different server (typically a different DAG member) while the server is upgraded. In that case, there is no interruption to user service. As for accessing M365, Exchange Server is an on-prem server product, and it in no way affects access to M365 or any other cloud services. For user adoption, there is no learning curve; we support the same clients in Exchange Server SE as we support with Exchange 2019 today.
