bobbykeith do you really want copies of all the NDRs in your organization to be sent to a DL? If so, I encourage you to post your request to UserVoice for O365 (https://office365.uservoice.com/) where EXO customers can vote on customer submitted feature requests. We (the Transport team) monitor the posts regularly and a lot of our customer-facing updates are based on the most popular requests.
That said, I suspect you're probably mostly interested for a small group of people, e.g. admins, knowing if there is a surge of NDRs in your organization or some such? Currently there's an NDR Report available in the new EAC: Reports > Mail flow > Non-delivery report you might find useful.
