Exchange Online to introduce External Recipient Rate Limit

Question 1 :

We are using journling to record communications. When a mailbox receive messages from external senders, the mailbox send copy of those emails to the journaling external recipient. Well those messages send to the journaling external recipient are part of the count of outbound messages, correct? If yes, due to this a lot of our mailboxes will exceed the ERR, do you confirm ?

If yes, then we are in big trouble here, because journaling is a feature of Microsoft and all outbound messages related to the feature should not be counted in the ERR. Doesn't make any sense to us.

Question 2:

Just to clarify, we are agree that we are talking about recipient limit and not message limit, correct ? If a mailbox send 3000 messages to 1900 external recipients, it will not be impacted by the ERR, you confirm ?
