Can you clarify based on "Option 2" or "Option 3" from https://learn.microsoft.com/en-us/exchange/mail-flow-best-practices/how-to-set-up-a-multifunction-device-or-application-to-send-email-using-microsoft-365-or-office-365 will this hit the 2000 ERRL? I do see you mention On Premise type won't be impacted, and anything using SMTP AUTH would.
Like others have mentioned, the ability to report on these changes and see potential ERRL is critical, and anyway to expedite this report is essential. There are numerous systems that are going to require manual reconfiguration and potentially working with 3rd party services (LOB's, MFP's, etc.) to update the relay settings, this isn't a simple configuration change for organizations of larger technical debt to change. I understand that for most things, 1 year notification to change/adapt is enough, but this deals with MANY legacy systems for many of your Microsoft 365 customers, and requires a lot of manual updates for small and large businesses, CSP/MSP's, etc.
