Exchange Online Message Recall Updates

Hi everyone. I’ve got a problem and I’m trying my best to get to the bottom of it. I’m having tons of issues with a new 20 year old female who recently moved beside me. I’ve lived at my address for almost 10 years. This 20 year old female just barely moved in with her 2 kids, her boyfriend only just  2 short months ago. This young female has seriously affected my household, MY kids sleep, MY kids school schedules due to the fact that since the day she moved in every single day she’s breaking the tenant quiet hour rules, everyday she’s breaking the city’s laws regarding quiet hours. All I keep thinking to myself “Dang, why’s this young girl acting so outrageously disrespectful to my kids and I, WHYYYYYY does she keep ignoring tenant rules, the city’s laws?! WHYYYYY does this young girl so easily assume that SHE doesn’t have to abide by the rules like the rest of us have to, WHY does she assume she doesn’t have to abide by the Law and WHY is it that management isn’t doing anything about it, WHY is it that the owner isn’t doing anything about it either?!! Just very VERY odd. Welp, I found out the WHY. This young 20 yr old girl has a “connection” to the owner “he placed her in that apartment” followed by “theres nothing that we can do, the owner has refused eviction of this tenant”. I NEVER asked for anyone to be evicted. I’d never do such a thing. All I ever wanted was for this girl to atleast show a little respect to my 2 children who attend School Monday through Friday where my oldest has to be awake at 5:30AM in the morning. All I’ve asked/wanted is for this extremely young girl to be respectful enough to abide by tenant rules and the city’s laws regarding quiet hours because HER kids are constantly EVERY night waking my kids up out of their sleep and this has negatively impacted MY children’s School schedules. This girl’s kids don’t even go to School. It’s literally all that I asked is for this girl to respect the rules and the law. From the DAY this girl moved in only 2 months ago, she’s received noncompliance notices, she’s received tons of complaints, she’s received tons of warnings from management. I’ve lived at this address for almost a decade, 9 and a half years I’ve lived here and guess how many noncompliance notices I’ve received, how many complaints filed against me, how many warnings I’ve received-ABSOLUTELY ZERO. This 20 year old girl has simply been allowed to disrespect my kids and I due to this “connection” to her property owner just like she’s been allowed to break her lease everyday with not abiding by tenant rules/city laws. It’s ALL related to this “connection” with the property owner. She’s assumed this “connection” gives her full reign to do whatever she wants to do everyday, even if that means disrespecting other neighbors including their children, and she’s been allowed to get away with ALL of it. I recently received emails from management where they were talking about “the owner has refused eviction of the tenant”. Next thing I knew I received 2 emails back to back saying management “would like to recall the message”. I’ve NEVER heard of  “recall a message”. I’m super confused. How am I to know what emails they were attempting to permanently wipe away?? Please someone help. I’m so confused! Thank you for your time
