A RBAC role assignee can unexpectedly change permissions of mailboxes that are outside the role assignment scope in an Exchange Server 2010 environment

Consider the following scenario:

You create a management role assignment in a Microsoft Exchange Server 2010 environment.

You assign the Mail Recipients role to a role assignee.

You define the scope of the role assignment to an organizational unit.

In this scenario, the role assignee unexpectedly has the ability to change permissions of mailboxes that are outside the role assignment scope by using the Add-MailboxPermissioncommand or the Remove-MailboxPermission command.
