Microsoftdheymanatl as we understand it (but I'm not a lawyer), there is no requirement for data residency in GDPR. We also did not sell the multi-geo feature to help meet any regulatory requirement. Multi-geo relocations that are automatically scheduled by our system run at a higher priority than those you would create manually. If you find something isn't working or we're not meeting the expected times documented with relocating mailboxes, please open a ticket. We definitely want to know these things.
