Cross-tenant User Data Migration is Now Generally Available

Historically, admins that needed to move mailboxes between Microsoft 365 tenants were required to export or offboard the mailbox to on-premises and then import or onboard the mailbox to a new tenant. Today, we’re thrilled to announce that cross-tenant user data migration is now generally available. Specifically, the cross-tenant mailbox migration and cross-tenant OneDrive migration features previously in Preview are now generally available in our WW environment. GCC, GCC High, and DoD are still in Preview, so currently:

  • WW tenants can use these features with other WW tenants;
  • GCC High tenants can use these features with other GCC High tenants (Preview); and
  • DoD tenants can use these features with other DoD tenants (Preview).

These features provide the ability for admins to complete user data migration between tenants, resulting in a faster and lower-cost migration. This is particularly beneficial for organizations undergoing mergers, acquisitions, divestitures, or splits.

Cross-tenant mailbox moves use an invitation and consent model to establish an Azure Active Directory application used for authentication between tenants. Using Azure Enterprise Application with Mailbox Migration permissions and a client secret, admins can now manage the authorization and scoping of Exchange Online mailbox migrations from one tenant to another. Additional components, such as an organizational relationship and a migration endpoint, are also required.

For more information, see the instructions for using these features using the documentation links above, which will be updated shortly to reflect general availability. Be sure to check out this video on cross-tenant user data migration from the Microsoft Exchange Community Technical Airlift, as well.

We look forward to hearing your feedback on these features.

    kreeestuh perhaps the link wasn't live when you commented, but the OneDrive / M365 Group migration topic is here:

    The above link explicitly says this is not supported for GCC, however the above post mentions it's in preview. Should GCC (med) admins be able to do OneDrive migrations in GCC to GCC today, while its in preview?

    Also to echo @AlexB, I'm not seeing this sku in even the commercial admin portal. Is it still being rolled out for purchase?

    What are the license costs? We can't find the product listed anywhere

    I was a little bit suprised by the new licensing requirements for using this feature! This is not serious guys, as mailboxes has to be licensed on both tenants and most organizations using this feature are already paying big bucks for ADMS services.

    Can someone please share the link to the full published article if any?

    For mailbox migrations, the source mailbox is deleted after the migration but what happens to the OneDrive data in the source post-migration? Is it moved or copied? Per the documentation, OneDrive accounts with a Hold policy applied will be blocked from migration. To migrate these OneDrive accounts, remove the hold policy, migrate, then reapply the hold as needed on the target tenant. When migrations are complete, a redirect is placed in the location of the user's original OneDrive, so any links to files and folders can continue working in the new location. Is the OneDrive data still available, discoverable, or accessible in the source tenant for legal hold?

    Is a WW tenant the same as a Commerical tenant or is that something else? Per the Cross-tenant OneDrive migration documentation, This feature is not supported for users of the Government Cloud, including GCC, Consumer, GCC High, or DoD. What is Consumer referring to? I have checked multiple commercial tenants that have EAs with the E3, E5, etc. licenses and do not see this add on available. Are there trial licenses available to answer these questions as well as the ones to follow?

  • What about Teams and Sharepoint payload. Exchange is only a small part of the 365 payload 😞

    Great news! Are there any plans to provide e.g. full-access / send-as rights on shared mailboxes across tenants? This would help to reduce the complexy of the migration of very big teams using shared mailboxes and located across the world in many different countries?
