It seems that the Threshold limit has suddenly been increased to 25000000.
Is this a permanent change or will it revert back to formula based limits on cutover date?

This is caused by a sync issue. It will change to formula-based limits, after few days. In-fact if you run the command after a few hours time, it might correct itself.
What would happen if instead of the 2,500,000 threshhold sync issue that it errantly goes to zero?

It won't go back to zero. It would say "Threshold cannot be calculated. Please try again" (something similar)
