Nathan Bridges i submitted a small PR to the docs clarifying the need for a 'global azure' subscription. The changes should be published in the next few days. We don't have any announcement at this moment to make regarding Azure Government support, but we are working at the moment on foundational pieces that would allow us to support Azure Government in the future.  I recommend submitting your feature requests to the configmgr uservoice community https://configurationmanager.uservoice.com/forums/300492-ideas?category_id=366805
