I am in transition mode here at work too all previous machines on Win 10 22H2 but new models coming in with Win 11. Figured I would need to do something about the DC and GPO so I downloaded and was just about to load the Win 11 ADMX when I got that horrible chill down my spine: have you checked if MS has made this backward compatible? 
I thought I was being overly cautious. After all Win 10 22H2 is still alive and well and in support so surely these must be backward compatible, I mean only a sadistic, heartless and totally arrogant company would do anything else to their customers but make it so.
Good job I went with my initial reaction, caused by long years in IT with Microsoft and their love affair with updates and the law of unintended consequences. A quick search and Spiceworks says NO not backwardly compatible and referred me to this Microsoft post. 
Am I surprised? Sadly no.
