I owe you a serious apology here. Your question sat for months before I (the actual poster :)) saw it, and then when I got your answer (almost immediately after seeing your question), I never came back to actually post the answer.
It's probably much too late for you now, but for anyone else that comes along, I did get the answer that the TCP Chimney code is for sure gone, and as a result, the setting won't do anything.
I realize looking back that I never actually got an internal answer on the IPSec offload portion, but the answer seems to be "yes, this is the permanent state" for the same reason.
