It seems like FIDO2 passkeys with a mobile device on Windows doesn't currently work for Entra. Any advice on getting it working? After completing the registration flow, the user is informed that it was not possible to register it; I've tried on 2 different accounts in 2 different tenants.

No it works, I have been using it on my iphone. Ensure you add proper AAGUID id of iphone or Android device under FIDO2 settings else it wont allow you to configure it.
