What do you mean by No Load Balancer in the Local MSDTC column of the matrix?

We have a SQL Server 2017 FCI on Azure VMs with Windows Server 2016 using S2D. How do we setup MSDTC?

I believe we need to use Local MSDTC? Not sure how to set this up
