danstw what version of the module do you have? I have 2.0.2.136 of AzureADPreview and I had to use

New-AzureADMSRoleAssignment -ResourceScope '/' -RoleDefinitionId $roleDefinition.Id -PrincipalId $group.Id -DirectoryScopeId '/' which contains an undocumented DirectoryScopeID parameter
