Hey Bob - Unfortunately, the upgrade to 23H2, for existing 22H2 deployments is a little further out than the net-new deployments of 23H2 on new hardware. That timeframe for 23H2 in-place upgrades isn't clearly defined but on the blog post here: (https://techcommunity.microsoft.com/t5/azure-stack-blog/azure-stack-hci-version-23h2-is-generally-available/ba-p/4046110) Cosmos states that "We expect to start offering the update to a few customers as soon as next month, gradually expanding to everyone over the course of the year", so it may not be too long.
Should you re-image your existing clusters with 23H2 from fresh? Well, that's something to discuss with your OEM, as the hardware config may not have been fully validated for 23H2 yet, and thus the updated, optimized drivers, firmware etc may not yet be available from the OEM - you could drop into an unsupported (by the OEM) situation by doing so, and without those optimized drivers/firmware etc, your experience may not be optimal.
