Building the Azure Batch Pool without Public IP addresses the New-AzBatchPool cmdlet needs to include the parameter:  

-TargetNodeCommunicationMode "Simplified".  This is required until the simplified compute node communication model becomes the default.  Else powershell will output an error, "Error details: Reason: Feature NoPublicIPAddresses is not enabled for account xxxxx".
