We've confirmed that all systems are back to normal with no customer impact as of 01/31, 19:15 UTC. Our logs show the incident started on 01/31, 14:30 UTC and that during the 4 hours and 45 minutes that it took to resolve the issue some customers using Azure Monitor may have experienced delayed Alerts notification up to 2 hours.
