To add another decision factor from experience: if you go for a per-tenant database (datastore) architecture, do take into consideration that you will have to maintain TCP-connections to many endpoints from your compute layer. Depending on your hosting platform (f.e. App Service is notorious in this area) you might run out of ports and/or sockets.
