ESUs via Azure Arc can indeed be billed via CSP. please refer to the doc I provided.

 

The 16 core minimum only applies to pCore licensing and follows the same licensing model as licensing physical hosts for Windows Server which is 16 core minimum per physical host.

The vCore licensing model allows for a minimum of 8 cores per VM.
