There seems to be something misaligned with the numbers.
Windows Server Standard, license the host (minimum 16 cores) rights to run 2 VMs. (stacking option available for more VMs)
Windows Server Standard, AHUB and new Rules in October 2022 both 8 core minimum per VM.

Pricing for Windows Server Extended Security Updates is based on Windows Server Standard per core pricing, based on the number of virtual cores in the hosted virtual machine, and subject to a minimum of 16 licenses per instance.
It's a bit rough a customer can take their Windows Server Standard SA/Subscriptions to a Hoster at an 8 core Minium per VM
Then have to license ESU at a 16 core minimum per VM.
Is the 16 core minimum a misprint?
