Fast transcription does not have extended local coverage. This is the same as the preview, which only has a limited subset to de-DE, en-IN, en-US, es-ES, es-MX, fr-FR, hi-IN, it-IT, ja-JP, ko-KR, pt-BR, and zh-CN.
