Hi Ned,
as You mentioned - Microsoft from 1999 consumed 0.8% of all RIDs - I know company, that consumed above 20% (yes, 20 percent) on 2025 (in one of a few domains, in a second domain it's near 8%). They've got Active Directory since 2001. Source of this RID consumption lays in early huge number of domain controllers, VDI rotation (consuming new objects) and strange way of creating user objects.
How many companies do You know where single person have more than one account? If They, the Company, have two main domains in a forest, and They migrating users between them, and migration means "creating new user objects", and additional users accounts are created also in the same domain...
