I believe Kim is talking about whether the GPO applies to user objects or computer objects, which you'll find by going to the "detail" tab of the group policy and checking the "GPO Status" setting.

By default it is "Enabled".

A common recommendation is to have group policies that only contain user or computer settings, then this can be set to either "Computer configuration settings disabled" or "User configuration settings disabled".
