Re: BTC 3 enrollment eligibility
Enrolment to the BTC3 would involve the customer purchasing sufficient cloud promo licenses at day 1 to meet the minimum spend, equal or greater than their annual EP renewal. If at enrolment this means the customer only needs to buy 40 cloud licenses (at the discounted price) to meet the minimum spend, then up to 4 cloud licenses at full price, could be purchased as a trial/test/PoC before then enrolling in BTC3. Then they could ramp up the promo licenses in stages. I should have been clearer that the words were taken from the latest October 2025 version of the MPA, which all Direct and Indirect whether new or existing are bound by. I agree that the list of limited licenses is not current. I would disagree about not having technical capability. This is something we as a D365 partner are most concerned about. We have 'license shop' partners that will sell anything at very low margin to anyone with zero intention of supporting the customer. This is not what CSP is supposed to be. I would rather Microsoft expand this list of licenses to include Business Central. A must say though, that I have never seen or heard of Microsoft enforcing this. Looking for some advice and opinions please. This is for a standalone Dataverse environment. Not Dynamics 365, or Power Apps, or Power Pages. The question is about using a Dataverse environment with the native Dataverse web APIs, where a portal is developed (not Power Pages) that allows the external users to interface (read/write) data. My opinion is that because this is not Dynamics 365 and Power Pages are not being utilised to facilitate the access then there is no requirement for user (D365, Power App, or Power Pages capacity) licensing. I understand the Partner Center Sandbox is available only to CSP Direct partner and CSP Providers, not Indirect partners. We have been a direct partner for many years and have always had the sandbox tenant. I am not aware of any license required to activate it and have never had to renew any license. The integrations require an App Registration and appropriate key which may need to be renewed periodically. Is this what you mean by license? I recommend you raise a support request from your production Partner Center tenant.Re: CSP relationship scenarios
Microsoft recommendation is that a partner's CSP business is set up using a separate tenant than their primary/corporate tenant. This being that you can then be a CSP customer for your corporate tenant and buy licenses from another Direct/Indirect partner. The Microsoft Partner Agreement still applies in that you cannot (or rather should not) for compliance and T&C purposes sell licenses to your corporate tenant from your CSP partner business tenant.Re: New 3Yr Offer for ME3 and ME5

I use this endpoint to get the list of licenses in the customer tenant and the availability data, then try and tie them back to the subscriptions we provide. https://learn.microsoft.com/en-us/partner-center/developer/get-a-list-of-available-licenses The challenge being the licensed product in the customer tenant is a container that could be made up of multiple subscriptions. Some from Microsoft direct and some from other partners. My understanding is the 5% price premium for annual commitment monthly payment is only for NCE license subscriptions and would not apply to legacy licenses. Assuming the legacy licenses are not a promotion or exception that cannot convert to NCE (e.g. some Dynamics 365 promotions) then all legacy licenses renewing should migrate to NCE. There are quite a few eligibility requirements including active BREP/EP for the on-premises product. I would recommend you raise a support request to be confident the customer meets the requirements, before confirming to the customer and placing the order. In the Bridge to Cloud 2 FAQ, it does state this, which "suggests" if the customer has already purchased through an EA, they may still be eligible. Please do not take this as a positive that you can. New customer on cloud product. For the version 1 legacy Bridge 2 Cloud offers, these are not available for new purchases. I do not believe you would be able to action a transfer between CSP partners in this case. I would suggest raising a support request with Microsoft to explain and ask the question if this is the case. For the newer, NCE, version 2 of Bridge to Cloud.
