Is it possible to build On-Premise Bare metal machine from Azure hosted SCCM hierarchy? If yes, please share the supporting documentation?

Absolutely, you can build On-Premise Bare metal machine from Azure hosted SCCM.

There is no difference apart from SCCM is hosted on Cloud rather than on-premises.

Have you ever deployed SCCM on-premises ?

I do not think you can PXE boot from Azure yet, so you will need an on-prem DP that is PXE enabled.
