You would need to use something like Power Automate or implement Defender for Cloud Apps or Sentinel to detect and report this. You could also probably use the standard admin alert settings for "Elevation of Exchange admin privilege" to let you know they have become a full global admin.Re: M365 licensing with shared account
Shared Computer activation (usage) requires M365 Business Premium, E3 or E5. If you want Office per Device licensing you'll need to go EA. MS sets the rules of the road here and that comes with limits on the age of vehicles. 2013 is about 10 years old now. In technology terms a lot has changed in that time and building on an old base isn’t a good approach for a modern world to achieve optimal outcomes.
