HiMichelle Palmieri in the streams you will get download only when you have owner permission of that video. only owner(i.e who recorded the video) can able to edit/download/delete the video . once owner to provided owner permission to user he can download it.

Why to provide manually permission to indivisual user to watch video in microsoft streams
Hi Team Hope all are doing good im having group (abc) in my teams and recorded an metting and shared video by providing permisions shared with my group. issue is most of the people are able to access the video but some are not able to access the video getting error " you dont have permission to watch this video". but when i add those users manually by selecting their email in stream video permisions they can able to access. my question is : suppose if i posted video to a group all members in the group are able to access video. but in my case why one some user are access and remaining user are not access video
