Re: Transcript not showing up
Weird - I know the transcript built because I can download it, but for video playback I only have the option for "people" and to see the close captioning, but no option to "view transcript"

It would seem for the use cases you mentioned: "library and student services" that a SharePoint site makes more sense because you can assign the permissions as needed for who has access to the sites. What I've heard schools talk about is using different services based on the needs of what is communicated: School wide information on SharePoint, extra curricular resources on either SharePoint or Groups, and individual class homework assignments and collaboration in Classroom.
